The extinguisher is the most numerous fire device in almost every building and the one most often assumed to be fine. IS 2190 sets out three tiers of inspection at three different intervals, carried out by two different kinds of people. Here is what each one covers.
Under IS 2190, fire extinguishers require a monthly visual check by trained in-house staff, a quarterly inspection whose records Factories Act premises are expected to maintain, and a thorough annual inspection by a certified technician. Extinguishers are refilled annually and after any discharge, including a partial one, and hydrostatically tested every five years from the date of manufacture.
Done in-house by trained staff. It takes under a minute per unit when nothing is wrong, and it is the check that catches the majority of real problems — because most extinguisher failures are slow, visible and boring.
The pressure gauge is the check people skim. A needle that has drifted just below the green band looks almost identical to one inside it — and the unit will fail when it is needed.
The same physical checks, but formally recorded. Premises operating under the Factories Act are expected to maintain quarterly inspection records alongside the monthly ones, and this is the tier that most often exists only as a signature at the bottom of a card.
What distinguishes a quarterly record that survives scrutiny is attribution: who carried it out, on what date, and what they found. A column of ticks in identical handwriting, all signed at once, is the single most common finding in an Indian fire inspection.
Carried out by a certified fire safety technician, not by in-house staff. It goes beyond the visual: internal examination, weighing or checking the charge, examining the discharge mechanism, and verifying the unit against its type and rating.
The technician's certificate is part of your compliance record. Filing it in a drawer separate from your inspection register is how organisations end up unable to demonstrate a complete history for a given device.

The partial-discharge rule is worth restating because it is so frequently ignored: an extinguisher discharged for two seconds during a drill, or knocked and vented slightly, is no longer at working pressure. Putting it back on the bracket leaves an area protected by a device that will not work.
An inspection is not really a test of your extinguishers. It is a test of whether you can show they have been looked after. For any individual unit, you should be able to produce:
If that list is hard to produce for one device, it is impossible to produce for four hundred. That is the gap a device register closes, and it is why the check being scanned at the device matters more than the tick itself.
Scope note. IS 2190 is the governing Indian Standard for portable first-aid extinguishers. Your state fire act, occupancy classification and insurer may impose additional or shorter cycles. Confirm the specifics for your premises with your local fire authority.
Every device carries its own cycle, and the alert arrives before the date rather than after the lapse.
